Select Board · Meeting of September 22, 2026

Malden City Council ordained a zoning ordinance allowing cottage food kitchens in an 8-0 vote, clearing the two-thirds threshold zoning changes require, while leaving enforcement to the Board of Health before the rule takes effect January 1, 2027. Councillor Winslow abstained, saying he did not want to "send the message... that this is ready to go yet without the Board of Health action." The council also adopted orders creating a new Solid Waste Enterprise Fund and two reserve stabilization funds; Councillor McDonald said Malden collects about $1.2 million a year in trash fees against roughly $3.9 million in costs. Separately, the council referred $2,230,219.50 in repurposed Roosevelt Park funds to the Malden River Works project's boathouse and salt shed, and unanimously passed a resolution opposing a proposed $1 billion cut to the Mass Save energy program.
