MALDEN — The Rules & Ordinance Committee tabled a proposal to amend Malden's inclusionary zoning code after officials raised concerns about regulatory conflicts. The committee voted 3-1 to table paper 335A-26, with Building Commissioner Nelson Miller warning that embedding affordable housing permissions in incentive provisions could conflict with existing zoning rules and City Planner Michelle Romero reporting it would knowingly create conflicting ordinances. Romero also cited data showing 90 percent of city households have vehicles, higher than a 2019 study.
Councillor Stephen Winslow, who sponsored the measure, defended it as intended to drive development, saying current market conditions do not justify opposition concerns. Councillor Ryan O'Malley dissented from the tabling motion.
