The vote was 8-0 among voting members, with eight council members sponsoring the resolution, including Council President Amanda Linehan and Councillor Michelle Luong, both absent. The council also enacted ordinances establishing a Solid Waste Enterprise Fund and a Reserve and Stabilization Fund Framework, with amendments including changes to terminology and financial planning language.
